What is to be gained, Mayor Dobson?

The newly appointed mayor of Ocean Springs has taken it upon himself to have the Mississippi state flag raised over City Hall. In doing so, in the opinion of many, he has opened wounds that may be best left unopened and has potentially done a disservice to the community he represents.

Mayor Shea Dobson stated that he knew his action would be controversial, but he did it anyway. He also apparently understands what the flag has come to symbolize. Flying the flag is clearly of personal importance to Dobson and his friends; however in regard to the well-being of the citizens of Ocean Springs, what is to be gained, and why is it that a hitherto nonissue has become a focal point of the new administration?
