Former MS Coast councilman was supposed to get out of jail Friday. Not now

A probation officer with the Mississippi Department of Corrections has petitioned the court to revoke former Diamondhead Councilman Alan Moran’s probation once again, this time because of Moran’s arrest on felony bribery and conspiracy charges.

The probation officer petitioned the court on Tuesday to revoke Moran’s probation in another criminal case that resulted in his conviction on a misdemeanor charge of contributing to the delinquency of a minor and felony child exploitation.

Moran has waived the opportunity for a preliminary probation hearing and requested that he be returned to Circuit Court for a probation revocation hearing before a judge there. As a result, Moran will remain jailed past his scheduled release Friday after serving six months for violating his probation due to a stalking arrest.

Circuit Judge Christopher Schmidt will ultimately decide whether to revoke Moran’s probation again and order him to serve time behind bars.

The petition to revoke Moran’s probation came after Moran and his father, former state senator Philip Moran, were arrested last Friday on the same felony charges.

The new arrests occurred after a Hancock County grand jury found enough evidence to indict the former politicians in the bribery case.

The Morans’ arrest came just six months after Waveland police first arrested two teens for bribing a witness in the stalking case against Alan Moran, a former Diamondhead councilman. A judge has since convicted Alan Moran of the stalking offense, though he is appealing the conviction.

The latest charges handed down in a grand jury indictment accuse the Morans of orchestrating a scheme to pay $20,000 to a teen employee at Lowe’s to drop his stalking case against Moran.

Waveland police had previously arrested two teens, identified as Jeremy Cole Billings of Diamondhead and Ian Schexnayder of Pearlington, for offering the teen stalking victim money to drop the charge against Moran.

The teen stalking victim declined the offer and reported what happened to Waveland police.

Alan Moran has been in and out of jail since his arrests and later conviction for misdemeanor contribution to the delinquency of a minor for buying a teen beer on Valentine’s Day 2022. In the same case, Alan Moran was convicted of felony child exploitation for enticing a teen to come to him for sex. Moran is a registered sex offender.

After Alan Moran’s conviction in his first criminal case, his father lost his election for another term in the Mississippi Senate. Afterward, Gov. Tate Reeves recommended Philip Moran’s appointment to the Mississippi Parole Board.

The Sun Herald reached out to Gov. Tate Reeves’ office this week to find out the status of Philip Moran’s position on the Mississippi Parole Board in the aftermath of his arrest.

In an emailed response, Cory Custer, the governor’s deputy chief of staff, said, “Mr. Moran’s tenure on the Mississippi Parole Board ended at 5 p.m. on Monday, June 2, 2025.”

Attorney Donald Rafferty, who is representing Alan Moran, said his client is innocent. Attorney H. H. Tracy Klein in Hattiesburg is representing Philip Moran.

Both Alan Moran and his father’s bond on the felony charges are set at a total of $35,000. Philip Moran is out of jail on bond.
