Vendor at Walmart stores in MS, elsewhere, stole customer information to commit fraud
An employee of a third-party company that sold cellular phone contracts at Walmart stores in South Mississippi will serve three years on probation and pay $51,294 in restitution for stealing people’s identities to set up fraudulent cellphone accounts, according to the U.S. Attorney’s Office.
Jay Brisco, 26, of Houston, was an employee of The Revenue Optimization Co., or TROC, that served as a third-party vendor at the Walmart store in Gulfport to sell cellphone contracts when the crimes occurred.
The investigation first began after one of the victims in March 2020 alerted Walmart Global Investigations about the alleged fraudulent use of his identity to set up a cellphone account. That investigation ultimately resulted in authorities identifying Brisco and others involved in criminal conspiracy to commit the crimes.
During the investigation, authorities determined Brisco and others used customer identification information that they had access to because of their positions as third-party vendors at stores.
As part of his plea in the case, Brisco admitted to the criminal conspiracy involving other individuals to commit the same type of fraud in the southeastern United States.
Walmart Global Investigations, the Gulfport Police Department and the U.S. Secret Service investigated the case in Mississippi.
Assistant U.S. Attorney Stan Harris prosecuted the case in the southern district of Mississippi.
