School and city officials are gathering under cloudy skies today to break ground on a long-awaited project in Long Beach - the rebuilding of Harper McCaughan Elementary. The school that was near the beach suffered heavy damage during Hurricane Katrina, and since the storm students have been attending class in portable trailers at Quarles Elementary. District leaders decided to relocate the school north of the beach to get it out of harm's way. The new school will be on Pineville Road.
