Reopening of South Mississippi begins. Here’s who is back in business amid coronavirus.
Gov. Tate Reeves’ “Safer in Place” executive order was extended until June 1.
Under the order, these are the businesses and other facilities that are reopening and those that must remain closed:
Shopping
Non-essential businesses are allowed to reopen but are limited to 50% occupancy to allow for social distancing, and staff must clean frequently.
▪ Gulfport Premium Outlets are open. Hours are 11 a.m.-7 p.m. Monday through Saturday and from noon-6 p.m. on Sunday.
▪ Edgewater Mall in Biloxi is open. Hours are 11 a.m.-7 p.m. Monday through Saturday and from noon-6 p.m. on Sunday.
▪ Stores at The Promenade and on Sangani Boulevard in D’Iberville are open.
▪ Stores in downtowns across the Coast are open and Gulfport increased the occupancy rate for retail businesses to 50% .
▪ Gulfport Harbor Market at the Barksdale Pavilion in Jones Park, Gulfport is open 9 a.m.-1 p.m. This market and Ocean Springs Fresh Market are par of the “Double Up Bucks” program from May through October. It lets those in the SNAP program to double their dollars, up to $20 per day, for more fresh produce.
Restaurants
▪ Restaurants and bars that serve food can reopen with social distance requirements. Some will offer take-out, curbside service and delivery only for now.
▪ Restaurants that do not serve alcohol can offer in-house dining to the public 24 hours a day.
Leisure
▪ Most casinos reopened May 21 and must meet strict guidelines for distancing and sanitizing. Spas, gyms and some restaurants will be open. Poker games, slot tournaments and entertainment venues will not return yet. Beau Rivage Casino will reopen June 1.
▪ Beaches in Harrison, Hancock and Jackson counties are open.
▪ Bars, indoor live entertainment and movie theaters remain closed.
▪ Playgrounds and outdoor waterparks and entertainment areas can reopen starting on Memorial Day after being cleaned and sanitized.
▪ Parks can reopen.
▪ The Maritime & Seafood Industry Museum in Biloxi is open, with social distancing precautions and hand sanitizer stations. Hours are Monday-Saturday from 9 a.m.-4:30 p.m. and Sundays from noon-4 p.m.
▪ Coastal Mississippi Mardi Gras Museum at 792 Howard Ave., Biloxi, is open. Hours are 10 a.m. to 4 p.m. Tuesday through Saturday. For the first month, all admission is $5 each. Occupancy limited to 5 guests at a time.
▪ McLeod Park in Hancock County is open and reservations are being accepted. During this opening all pavilions and public bathrooms will remain closed. All campers must have their own restroom facilities. Only two parking passes per site will be issued and no day passes will be allowed except for boating.
▪ Hancock County piers owned or controlled by the county are open. County owned restrooms and pavilions adjacent to the beach, marinas and piers remain closed.
▪ Fishing tournaments can return.
▪ Gulfport public parks are open from 9 a.m.-7 p.m.
▪ Some of Biloxi’s baseball and softball fields are open, but not all parks and restrooms because of the need to constantly clean. Outdoor gatherings can have up to 20 people, according to the governor’s latest order. Sports fields will be open for practice and casual play, but no scrimmages or games. Tennis and pickleball courts are open along with disc golf at Hiller Park.
▪ Libraries in Jackson County are offering curbside checkout of books and other materials and mail service. Harrison County service is available at the libraries at D’Iberville, Pass Christian, Orange Grove and West Biloxi. Call the branch library to arrange for pickup.
▪ Whispering Pines Golf Course in Hurley has reopened and Jackson County horse arenas are open for individual riders only.
▪ Petit Bois, West Petit Bois, and Horn islands, as well as, the National Park Service owned portion of Cat Island, have reopened. Horn Island and Ship Island remain closed to the public, and group camping at Petit Bois and Horn islands is not permitted
▪ The Davis Bayou Area facilities near the visitor center, including the parking lot, picnic area, fishing pier, restroom, and all hiking trails, are open.
Personal services
▪ Barbershops and beauty salons can reopen after the entire facility is deep-clean, disinfected and sanitized. Employees and customers must wear face masks and employees must wear gloves. Customers must wait in their cars until their appointment. A fresh cape must be used for each customer.
▪ Tattoo parlors are open with health requirements, Gov. Reeves ordered.
▪ Gyms can reopen but must deep-cleaned, disinfected, and sanitized top to bottom. and deep-cleaned daily. Gyms must close by 10 p.m. each day. Gyms must have at least one employee onsite during hours of operation dedicated to wiping down equipment after each use. All high-touch areas must be sanitized at least once every two hours. Occupancy is limited 30% of the gym’s maximum capacity and are encouraged to limit customers’ time to 1 hour per day.
▪ Dance studies to open following the same guidelines as gyms.
▪ Gulfport Leisure Services Department will not be holding summer camps. The camp sites usually have s60-100 children in each location. Considering that CDC guidelines prohibits large gatherings, Leisure Services will not be able to offer the service this summer.
Churches
▪ Churches can now reopen, with social distancing and many other guidelines to help prevent the spread of coronavirus.
Healthcare
▪ Garden Park Medical Center is performing some surgical and other procedures that had been delayed due to the coronavirus.
▪ Merit Health Biloxi is resuming some elective surgeries and outpatient testing. Compass D’Iberville will reopen on a limited basis, and hospital outpatient services will resume operations. Physician clinics have resumed normal operations.
▪ For all in-patient procedures and surgeries, 25% of hospital capacity must be reserved for COVID-19 patients.
▪ Healthcare providers such as dentists can resume essential and non-essential services for all patients.
Government
▪ Hancock County Tax Collector offices in Bay St. Louis and Kiln are open from 8 a.m.-5 p.m. The offices are accepting payments for real estate and personal property taxes, mobile home taxes, solid waste fees and tag and title processing.
▪ Hancock County Justice Court has reopened. Everyone should wear face masks.
▪ Harrison County Tax Collector’s office is open with a few people allowed in at one time. The line forms outside on the north end by the parking garage.
▪ Jackson County landfill is open from 7 a.m.-noon., Monday-Friday. Drivers must remain in vehicle until at worksite area; limited number of vehicles allowed in at once
▪ Jackson County Tax Collector offices are open only for new vehicle and mobile home registrations. All other services can be completed online, by phone or drop box. The Tax Assessor Office is to process Homestead Exemption applications only.
▪ Gulfport city buildings are open except for community centers and gymnasiums. A limited number of people can be inside of the building lobbies and municipal courtrooms. Hand sanitizer will be available at the doors. Court payments, building code applications, service requests and water bill payments can all be submitted online.
▪ Jury trials can resume after May 18 in George and Stone counties, which have two or fewer COVID-19 deaths, but must wait until June 15 in the other four counties of South Mississippi with more than two deaths.
