Health Department closes Coast restaurant after inspection turns up 8 violations

Mississippi Health Department inspectors rarely close a restaurant, but a complaint led to the agency shutting down Louie and the Red Head Lady in Bay St. Louis for code enforcement action.

The restaurant at 414 Webster St., was inspected Oct. 21, following the complaint.

It was cited for eight violations:

  • No person in charge and present who demonstrated knowledge and performs duty
  • Food not in good condition, safe and unadulterated
  • Last inspection report not posted

The restaurant failed in five of the seven categories that inspect for potentially hazardous food:

  • Improper cooking time and temperatures
  • Improper hot holding temperatures
  • Improper cold holding temperatures
  • Improper date marking and disposition
  • Time as public health control, procedures, records

A Facebook post for the restaurant on Sept. 16, a month before the inspection, says the owners retired but decided to reopen the restaurant.

The post says: “There’s been a lot going on in our house in the past two weeks and trying to wrap my head around it — you see we have retired, whatever that means, but it was hard to keep Chef Louis Finnan out of the kitchen. So we decided to return to the kitchen for awhile. As we all know seasons come and go. This little video is a ‘snapshot’ of the joy and fun Louie is having Thank y’all for receiving us with open arms.”

Eight other kitchens were cited by the health department in the last two weeks:

Harrison County Adult Detention Center, 10452 Larkin Smith Drive in Gulfport, had a scheduled kitchen inspection on Oct. 24 that resulted in a C grade.

Violations were:

  • Food contact surface not cleaned and sanitized
  • Sewage waste water improperly disposed

This was the second C since 2017.

Hana Sushi & Pho, 2667 Pass Road, Biloxi, had a scheduled inspection on Oct. 25.

The restaurant got a C for:

  • Insects, rodents or animals present.

Five other violations were corrected during the inspection:

  • Proper eating, tasting, drinking or tobacco use
  • Food separated and protected
  • Adequate hand washing facilities supplied and accessible
  • Hands clean and properly washed
  • Toxic substance properly identified, stored and used

This was the first C since the restaurant opened in 2019.

Cousins Food Mart, 24281 Mississippi 53, Saucier, had a scheduled inspection on Oct. 25.

It was cited for:

  • No certified manager
  • Food contact surface not cleaned and sanitized
  • Hot and cold water not available at adequate pressure

Corrected during the inspection were:

  • Proper cold holding temperatures
  • Proper date marking and disposition

The only other inspection was an A in April.

Clark’s Subway at 11192 Lorraine Road, Gulfport was given its third C since May.

The restaurant got a C May 31 during a scheduled inspection for not having its last inspection results posted.

Corrective follow-up June 24 brought another C for not having certified manager, a repeat offense, and for not having the last inspection results posted.

The restaurant got a B when all violations were corrected during another follow-up inspection July 7.

On Oct. 24 the restaurant was inspected for a permit and was given a C for improper cold holding temperatures, a repeat offense

These three Cs are the only Cs dating back to 2007.

McAlister’s Deli, 2422 Pass Road, Biloxi, had a scheduled inspection Oct. 20.

The restaurant got a C for:

  • Sewage waste water not properly disposed.

Corrected during the inspection were:

  • Person In charge present who demonstrates knowledge and performs duty
  • Certified manager
  • Food contact surface cleaned and sanitized

A corrective follow-up inspection on Oct. 25 resulted in a B when all violations were cleared.

This is the first C dating back to 2011

Waffle House, 2233 East Pass Road, Gulfport, was inspected Oct. 20 for a permit.

The restaurant got a C for:

  • Improper cold holding temperatures.

Corrected during the inspection were:

  • Adequate hand washing facilities supplied and accessible
  • Food contact surface cleaned and sanitized

A follow-up inspection the next day showed all violations were corrected and the restaurant scored a B.

This was the only C dating back to 2015

El Mexicano Inn, 1215 30th Ave., Gulfport, was inspected for a permit renewal on Oct. 21. The restaurant was given a C for no certified manager. This was the first C dating back to 2010.

Waffle House, 3099 U.S. 90, Gautier, was inspected for a permit renewal on Oct. 25 and got a C for having no certified manager. This is the first C since 2012.

Restaurants and other food service establishments in Mississippi are rated “A” if they pass the health department inspection, “B” if violations are corrected during the inspection, and “C” if the violations are critical.

Since Oct. 12, the health department gave 163 As to restaurants, school kitchens and other food facilities, 17 Bs and 9 Cs.
