Timeline: A tale of two boats

This timeline shows transactions with two Ocean Springs charities headed by David Harris and two organizations that Bill Walker directs, the state Department of Marine Resources and a business corporation called the Mississippi Marine Resources Foundation, involving two boats -- a 36-foot Topaz sport fisherman and a 42-foot Californian convertible.

Expenditures of public money on the two boats that the state agency does not own exceeds $1.5 million plus tens of thousands in insurance, most of it from the state's Artificial Reef Program.

U.S. Coast Guard boat documentation last month did not list the YMCA or YADA as ever owning the boats.

Oct. 11, 2007: Bill Walker, director of the Department of Marine Resources, a state agency, signs a two-year lease for a Topaz 36-foot sport fisherman from David Harris at the YMCA for $150,000. The 1984 boat had been donated to the Y as part of a program Harris handled. The lease says the state agency will pay expenses of repairing the boat in addition to the lease fee and insurance.

November 2007: The boat receives two Cummins engines from Johnson Diesel Service in Biloxi at a cost of $38,750. The DMR pays in 2009.

Sept. 11, 2008: Harris leaves the YMCA, forms a new charity, YADA, at his business Harbor Landing and takes the boat donation program with him.

Dec. 17, 2008: The DMR pays a purchase order for additional "maintenance" to the Topaz boat for $64,335.

Jan. 8, 2009: Walker and his state agency are billed $62,750 for the engines installed in November and a variety of other expenses for the Topaz boat, dating back to June 14, 2006, 15 months before the DMR leased the boat in 2007. It includes nine charges totaling $17,000 during that time. The DMR pays.

June 28, 2009: Walker and the foundation lease a second donation boat, a 42-foot Californian, from Harris and YADA and agree to pay "service costs" separate from the two-year lease of $85,000.

June 29, 2009, a day later: The state agency DMR leases the Californian from the foundation, almost nine months before Harris sells the boat to the foundation.

Sept. 30, 2009: The DMR state agency leases the Topaz from the foundation that Walker manages, almost six months before Harris sells the boat to the foundation.

March 11, 2010: The YMCA sells the Topaz, refurbished with state money, to the foundation for a nominal fee.

March 16, 2010: A Louisiana man officially donates the Californian to Harris and YADA.

March 22, 2010: YADA sells it to the foundation for an undisclosed amount. Harris told the Sun Herald he lost the paperwork, but believes he made no money on the sale.

June 13, 2011: The foundation bills the DMR $19,015 for insurance on the Topaz and Californian for one year. The DMR pays.
